Cloaks are allowed in Obsidian

I have seen posts over this mission that have cited the Treaty of Algeron 2311 to ban Federation ships from using cloaking technology. This is not true in Obsidian Fleet and the Nimitz, in fact, possesses as standard cloaking device as well as all other Federation ships in Obsidian Fleet. The Typhon does not have a cloak and that is true, but is not because of Federation treaty.

With the Dominion War over, the UFP and RSE entered into a joint fleet venture (Obsidian Fleet) along the RNZ. In return for intelligence gathered on the Klingons and Cardassians during the war with the Dominion, the RSE finally agreed to an amendment to the Treaty of Algeron permitting the UFP to deploy cloaking devices on all Federation Starships, providing no ship utilizes a phase-cloak.
